Everywhere we went, we saw tons of workers—more than it seemed economical to employ. Attendants and cashiers had nothing to do. It seemed to be a feature of China's economy (have to keep everyone employed somehow), although perhaps compounded by swine flu fears resulting in a slow domestic tourist season.
